A. Application opportunity
Business units in the science park intend to employ foreigners to act technician or professional post due to business need.
B. Explanations of the business employing foreigners
For one of following situations, an application or report in the form of letter may be submitted to STSPB:
  • The first time employment
  • Extension of employment (The application shall be made 4 months prior to expiry of employment term)
  • Termination of employment
C. Application processing time
Approximately 3-5 working days
D. Application qualification and requirements
  • The business in the science park has prepared the company establishment registration.
  • The technician or professional to be employed need one of following qualifications:
    • One who has been awarded certificate or practice qualification in accordance with Professionals and Technologists Examination Act.
    • One who has been awarded the bachelor degree above of related department or graduate institute in domestic or foreign university.
    • One who has worked with a multinational corporation over one year and designated to take office in Taiwan.
    • One who has been professionally trained or studied independently for more than five-year related experience and has brand-new idea and special performance.
  • The salary of employed technician or professional should not be less than the average monthly salary per person mentioned in the last issue of Professionals and Technicians of Industry and Service Industry regarding salary investigation of different trades and occupations announced by central authorities, now is NT$47,971.
E. Required documents
  • Employment of foreign professionals and technicians (formal employment)
    • Application Form (fixed-form).
    • Employee Investigation Form (fixed-form+ photo)
    • Employment Contract
    • An original review fees receipt (T$500 for every application case)
    • Photocopy of passport or other ID certificates
    • The photocopy of educational background certificate for the foreign worker hired (attached with Chinese version)
    • Work experience certificate of the foreign worker hired (inapplicable to one who does not need work experience)
    • Others:
      • If one who of educational background below bachelor degree, and has worked with a multinational corporation for full one year and designated to take an office in Taiwan, needs submit the organization chart, assignments of the said corporation, in-service certificate and related documents meeting the requirements of multinational corporation.
      • If one who of educational background below bachelor degree, needs to submit more than five-year work experience and related certificate regarding the foreigner has brand-new idea and special performance (e.g.: references of previous company, patent certificate or other R&D achievement etc.).
    • If abovementioned information and documents are in the form of photocopy, in which such characters as "Corresponding to its original" should be noted and affixed with both seals of application unit and its person-in-charge.
      For transfer of employer that new employer submits the application, it is required to attach leaving certificate, photocopy of original Approval Letter for Employment and last-year tax payment certificate of individual income tax.
  • Extension of employment
    • Application Form (fixed-form).
    • Employee Investigation form (fixed-form+ photo).
    • Employment Contract
    • An original review fees receipt (NT$500 for each application case)
    • A photocopy of original Approval Letter
    • The tax payment certificates for last previous years.
    • If abovementioned information and documents are in the form of photocopy, in which such characters as "Corresponding to its original" should be noted and affixed with both seals of application unit and its person-in-charge.
  • Termination of employment
    • Photocopy of original Approval Letter for Employment.
    • The document that both employer and employee agree to terminate the contract (submission of one of the documents)
    • Alien Residence Certificate and photocopy of passport
    • If abovementioned information and documents are in the form of photocopy, in which such characters as “Corresponding to its original” should be noted and affixed with both seals of application unit and its person-in-charge.
F. Processing fees and other items
According to the provisions of Article 81 of Employment Service Act, review fees should be paid. To employ foreign professionals is NT$500 for each case, and the review fees should be remitted to Employment Approval Payment Account, Workforce Development Agency, Ministry of Labor, Executive Yuan, Account No.:19058848.
